Over the past year, the Township sta has had a goal in mind, to make it easier for residents to get information, pay bills and
be involved in the community. The sta wanted to design a new website to make navigation easier and information readily acces-
sible. A program that would allow residents to view sewer bills and account history, make payments by credit card or ACH, and to
nd a way to get information to our residents faster. While it seemed an easy feat, it took countless hours on demos, training, and
project management tasks. After almost a year since the approved upgrade, we are excited to announce the wait is over!
The Township has nally launched its new website and is thrilled to share it with our residents and community. The nal prod-
uct went live in February. Hopefully you have the opportunity to visit the new website and see all the features it has to oer: easier
navigation, search bars, project updates, citizen request portal, ADA capabilities, language translation, and more! Plus, the Parks
and Recreation Department has launched its own website too! You can now nd information on events, tness classes and other
activities going on in the Township. Please visit www.southhanover.org to check out our new websites and learn more about the
Township!
NO MORE PESKY POSTCARDS! The Township is also launching its new sewer billing and payment portal with Muni-Link at
the end of March. Residents will be able to see their sewer bills and make payments by credit card, ACH, or e-check. Muni-Link
oers the ability to sign up for e-billing by providing your email address. You will be able to see your account information and his-
tory. While this option is available to all residents, we understand that some residents may not use the internet, so bills will still
be available by postcard. We will continue to accept cash and check, but residents will now have the option to make payments by
credit card.
Note: There is a 2.75% transaction charge for all credit card payments and a $1.50 charge for e-checks. These fees are collected by a
third-party entity and not the Township.

HISTORICAL SOCIETY
The Historical Society maintains an ex-
tensive collection of antiques that are dis-
played in the lobby showcase at the South
Hanover Township Municipal Center. They
change the items in the case every few
months so residents and visitors can enjoy
the rich history of Union Deposit.

BUILDING AND ZONING PERMITS
Building and/or Zoning Permits are required for most home improvement projects. There are
requirements regarding setbacks, height restrictions, impervious coverage regulations and more,
which can be found within the Township’s Code of Ordinances. Visit www.southhanover.org to
view a list of what projects need permits. As a reminder, all applications require a $75.00 fee to be
paid at the time of submission before the permit can be reviewed. Other fees may apply and can be
found within the annual Fee Resolution set forth by the Board of Supervisors. If you have questions,

If you have a complaint or concern, please visit the
Citizen Request Portal at www.southhanover.org or ll
out a Request for Action form at the Municipal Oce. THE
TOWNSHIP WILL NOT INVESTIGATE THE COMPLAINT UN-
TIL A REQUEST IS SUBMITTED IN WIRITNG.
SOLICITING
Soliciting permits are required in the Township. If
someone is in your neighborhood soliciting or comes to
your door, make sure you ask to see their license. If they
cannot produce an approved license from the Township
they are soliciting illegally. Notify the Municipal Oce
immediately at 717-566-0224 or submit a tip on the Citizen
Request Portal at www.southhanover.org.
Note: Political aliates, church groups and charities do
not need a permit to solicit.

YARD MAINTENANCE AND
KEEPING STREETS CLEAR:
All residents are expected to keep their yards groomed
and maintained in a clean, safe, and sanitary condition.
Please remember to follow the Township’s Property Main-
tenance Code.
The maximum height allowed for grass and weeds is
eight (8) inches.
Trees located in the public right-of-way are the
responsibility of the property owner. (The Township
reserves the right to trim trees in the public right-of-way if
necessary.)
Overgrown vegetation, grass, trees, and bushes could
potentially cause issues for motorists, bicyclists, and
walkers/joggers so please keep them trimmed.
Do not allow grass to be thrown out into the street
when mowing. (This can be very dangerous for passing
motorcyclists.)
Mulch may not be placed on the street.
Storm drains should be cleared to prevent ooding.
Trash and recycling bins may not be placed at the curb
more than twenty-four (24) hours before pick up and must
be removed within twenty-four (24) hours after pick up.
Motor vehicles (without proper registration and
licensing) and recreational vehicles cannot be kept in the
front yard.
Maintaining your yard will not only help keep our Town-
ship beautiful, it assists with keeping the community safe.
TOWNSHIP BRUSH PILE
The Township drop-o site is located to the right
of the Public Works Building on 111 W. Third Street,
Hershey in the Village of Union Deposit.
Items that can be discarded at the brush pile:
Tree Limbs (no longer than six feet in length and
six inches in diameter)
Tree Debris
Shrubbery Clippings
Leaves (paper bags are okay)
Christmas Trees
(must be cut down into smaller pieces)
Items that cannot be discarded at the brush pile:
No Grass Clippings
No Sod
The items that cannot be discarded at the Town-
ship Brush Pile should be bagged and picked up in
your normal trash collection.
Please note that this site is monitored by cameras
24/7. The site is for Township residents only and may
not be used by landscaping companies or contractors.
Brush pile is open 7 days a week from 9:00 a.m.
- 6:00 p.m. Brush must be dumped in the area to the
right of the Public Works Building. If you are unsure
of the hours or location for dumping brush, please
contact the Municipal Oce at 717-566-0224.

WEATHER AND FLOODING
Spring and Summer are a wonderful time of year. People have the opportunity to get outside and enjoy nature, parks, sport-
ing events, and other outdoor activities. Even though it’s a great time of year to emerge from the cold and dark winter, weather
can be a concern. You should always prepare by checking the weather before planning outdoor activities.
The Township is known for ooding during heavy rainfall since it boarders Swatara Creek. There are many precautions you
can take to keep you and your family safe. Stay informed, learn which roadways get ooded and nd an alternate route, create
a communication plan with your family, assemble an emergency kit, prepare for possible evacuation and be proactive.
During the summer months, temperature and humidity can make it dangerous to be outside. Make sure to stay indoors if the
heat makes it hard to breathe outdoors, stay hydrated and make sure your a/c system is in proper working condition. Do not
leave children and pets in the car unattended.
Whether it is hot or cold, snowing or raining stay informed by signing up for the Township mass notication system and always
check the website and Facebook page for the most up-to-date information on weather emergencies. Visit the Municipal Oce

There are many projects underway in the Township. Those projects include the Greenways and Trails Master Plan, Manada Creek Stream
Restoration, Hayshed Road Extension, Ocial Map, Public Works Building and the Sewer extension. The progress of these projects can

FIRE SAFETY AND EMERGENCY MANAGEMENT
USE OF FIREWORKS IN SOUTH HANOVER TOWNSHIP
The Township has an Ordinance regulating reworks.
Although reworks may be purchased in Pennsylvania, only
consumer reworks are permitted to be used within the
boundaries of the Township. Consumer reworks are ground
type reworks such as re crackers, Roman candles, rotating
wheels, lady ngers, fountains, smoke bombs and any other
type that contains a maximum of 50 milligrams of combustible
material. Several common sense rules must be followed when
using consumer reworks:
You must be 18 years of age or older to purchase, pos-
sess or use
consumer reworks.
Consumer reworks may not be used on public or
privately owned land without the written consent of the
owner.
You may not use consumer reworks within 150 feet
of an occupied structure
You may not use consumer reworks if under the inu-
ence of alcohol, a controlled substance or another drug.
The use of Display Fireworks
in the Township requires a permit.
Display Fireworks are to be ignited
by a pyrotechnician who is licensed
by the Attorney General of Penn-
sylvania. Display Fireworks are de-
ned as any rework that contains
more than two grains or 130 mil-
ligrams of explosive material and
aerial shells containing more than
60 grams of pyrotechnic composi-
tions. If you are found to be using
Display Fireworks without a permit
or using Consumer Fireworks on
public lands or too close to an oc-
cupied structure, you may end up
being ned up to $1000.00 and pay-
ing court and attorney costs.
EMERGENCY MANAGEMENT IN SOUTH HANOVER
Do you or someone you know need assistance in the event of an emergency? The Emergency Management Coordinators
want to update the emergency list for residents who have conditions that require assistance, who have severe pesticide
allergies or is living alone. Non-English-speaking residents should also contact the EMC to have their information updated.
In the event of an emergency this will help the EMC provide assistance to those who need it. For more information or to join

BURN PERMITS
Reminder that an Open Burn Permit is REQUIRED to burn in the Township. A permit can be obtained
by applying online at www.southhanover.org or in person at the Municipal Building during regular business
hours. (Recreational campres do not require a burn permit.)

The OLDS program is a state-mandated requirement that
requires property owners with an on-lot septic system to have it
pumped and inspected every 3 years. The Township collects the
inspection reports to send to the Commonwealth of Pennsylvania
annually. A $10.00 administrative fee is due at the time of
submission to the Township. Pumper-Haulers should collect the
fee at the time of service and send it to the Township with the
inspection report. As a note, Pumper-Haulers will not release the
report without payment of services.

The Township will no longer go by districts for pumping. Your
pumping schedule will be determined by your last pumping and
inspection and will be due every three (3) years.
SEPTIC AND SEWERS
Sewer Payment Information
E-PAYMENTS AND E-BILLING IS FINALLY ARRIVING! The new billing and payment portal through Muni-link will be live
in March. We will announce the ocial go live date via the website and send letters to all residents who have public sewer.
We will provide instructions on how to sign up and how to pay. Stay tuned for more information!
Until e-payments are available to residents, the Township will continue to send quarterly bills by mail. Payments can be
made Monday – Friday from 8:00 a.m. – 4:00 p.m. at the Municipal Building. We also have a drop box dedicated to sewer
rental payments. It is located (facing the front of our building) at the left end of the building. Go back the walkway and the
box is on the side of the building before you get to the glass door. It is labeled that it is for Sewer Payments.
The drop box in the front of the building is for Taxes ONLY.
We caution everyone that the total amount due must be received by the due date to avoid late fees and nance
charges. Be sure to allow ample time for the postal service to deliver the payments to the Township. The Township will no
longer waive late fees or nance charges.
We accept Cash, Checks and Money Orders. Checks/Money Orders must be made payable to: South Hanover Township
and mailed to:161 Patriot Way, Hershey PA 17033.

MS4 – Municipal Separate Storm Sewer System
What can you do to help us meet our goals:
Never pour any hazardous substance such as used oil, cleaning supplies and paint
down any part of the
storm sewer system.
Use pesticides and fertilizers sparingly to prevent excess runo.
Never dump automotive uids into storm drains.
Correct motor vehicle leaks (vehicles drip uids such as oil, grease, gasoline, anti-
freeze, and brake uid).
When walking your pet, pick up the waste and dispose of it properly. Leaving pet waste on the ground increases pub-
lic health risks by allowing harmful bacteria to wash into the storm drain and eventually into local water bodies.
Sweep up litter and debris from sidewalks, driveways, and parking lots especially around storm drains to avoid having
it wash into the storm sewer system.
Outdoor car washing has the potential to result in soap, scum, and oily grit in water owing down the street and into
the storm drain. To reduce the impact, where possible, wash your car on gravel, grass, or other permeable surfaces.

A NEW ADDITION
The Parks and Recreation Board and Board of Supervi-
sors recently updated ordinance 16-103. With this update,
we installed new park rule signs at each of our parks. If you
are visiting our parks in the next couple of months, take a
moment to review the updated park rules so we can all work
together as a community.

can hold up to 100 people and is available for rent 7 days
a week at the Administration Building. Tables and chairs
are included as well as a kitchenette, white boards and a
privacy wall for more intimate gatherings. The room oers
a beautiful view that overlooks Hershey. There are also
many pavilions throughout the parks that are available for

It’s that time of year to enjoy some time spent outdoors. We have pavilions at each of our
parks that can be reserved for a special event. If you would like to rent a pavilion at any of our
parks for a get together, call 717-566-0224 ext. 108 to rent and reserve the pavilion. The pavil-
ions are also open for everyone to use if they are not reserved for the day. Bring your family to
the park and enjoy the playgrounds and walking trails with a picnic at the pavilions. Please be
respectful and clean up after yourselves and place all trash in the containers provided.

The Groove DANCE oor is a dynamically interactive and creative group dance experience. With great
music, your facilitator will UNITE everyone in a simple movement or rhythm, but you get to dance it your own
UNIQUE way. While exploring a variety of styles and genres, we encourage you to enjoy and feel good in your
body, every step along the way. You’ll experience everything from slow delicious meditative grooves, to heart

Saturday May 18, 2024 (3rd Saturday in May)
Yard waste must be in biodegradable paper bags or
bundled with biodegradable twine.
Weight limit is 30lbs or less.
Bundles no longer than ve (5) feet in length.
No items can be placed in plastic bags.
All items must be at the curb no later than 6:00 a.m.
PENN WASTE COLLECTION:
Collections days are Monday, Wednesday, and Fri-
day. If you have bag service, only one bag will be collected.
(Additional bag purchases can be made at the Municipal
Building.) As a reminder, all cans should be placed 3 feet
apart and away from mailboxes and other obstacles. The
new collection trucks have a mechanical arm that picks
up the can. If you have any large items, you must contact
Penn Waste for curbside pickup. If you have any questions
or concerns about your collection services, please contact
Penn Waste at 717-767-4456.
