Key Information
▪ After a declaration, state, territory, or tribal governments must submit a Resource Request Form
(RRF) to request items from the CUSI.
▪ After RRF approval, the requested kits/items will be ordered by the Regional Response
Coordination Center (RRCC)
or the Joint Field Office or at the di
rection of the Resource Support
Section (RSS) / Operations Support Group. Ensure the RRF number is annotated on the Logistics
Supply Chain Management System (LSCMS) Customer Order.
▪ CUSI kits are typically stored at FEMA Distribution Centers (DC). À la carte items can be ordered
Just-In-Time (JIT) via the Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
▪ Infant/Toddler kits contain both perishable (#I/T-001 through #I/T-007, on Pages 9-10) and non-
perishable (#I/T-008-I/T-026 on Pages 10-11) items. They are placed and delivered on two
separate pallets.
▪ CUSI kits with perishable items (i.e., Infant/Toddler (I/T) items, Consumable Medical Supplies
(CMS), Hygiene Kits, and Pandemic Shelter Kits) will include packing slips with item expiration
dates.
▪ Pandemic Shelter Kits may only be ordered as a complete kit and must be used to support
congregate shelters.
▪ Regional Logistics (LOG) Chiefs can utilize any existing Indefinite Delivery/Indefinite Quantity
▪ Local Business Transition Team (LBTT) and the “AbilityOne” program will be utilized to the
maximum extent possible. FEMA’s LBTT works to facilitate federal government contract awards
to local organizations, firms, and individuals residing or doing business primarily in area(s)
affected by a major disaster or emergency, when practical and feasible (Stafford Act: Section
307); Administered by the U.S. AbilityOne Commission, an independent Federal agency, the
AbilityOne program is the nation’s largest source of employment for people who are blind or have
significant disabilities.
▪ Unless otherwise indicated, all personal travel-sized items included within the Hygiene Kit must
meet Transportation Security Administration (TSA) standards (3.4 ounces [100 milliliters] or less
