Ø Bo went over 2023 priorities.
Ø Feedback on #3 Not just focus on adults, but also include youth, great age to nip the
problem at young age and prevent usage. Sheri P. kudos to the Mobile Crisis team.
Ø Feedback on #1- (Mary) until there are changes around how BHRN’s are funded, we
need to do what we can to support. Rework goal.
Ø Commissioner West gave his insight on Measure 110. gave examples on how to move
forward as a state, recovery status, update on informing policies, and how to bring
people from street level to full restoration. Discussion on whether to repeal or
amend Measure 110. Clackamas does not want to criminalize a person with the disease
of addiction. Restoration not retribution.

Ø Feedback for Commissioner West: (Sheri)Women take longer to recover due to low
pay jobs, which create stress and mental health problems. Prevention is important.
Extension of support.
Ø (Amber) Engage in services to get fines reduced or get record expunge, complete
programs from intense program to outpatient to entice,
Ø (Beto) peer specialists want to help but peers are not getting paid for this, make it
sustainable to help. Restore the wellbeing of family. Safe using sites (other cities
have this) 100 overdoses a month happening now.
Ø (Bo) Expunge record, this has been a problem that has been happening, things need
to get changed. Needs adjustments, it is saving lives. If someone wants to get clean
there is no space.
Ø (Sara) at Morrison she goes around and makes list of wishes of peers, one of the
biggest wishes is higher wages, peers are paid lowest fare, and they are doing hard
work. Fear is losing mentor. Hard to see successes due to now it is harder to get
clean.
Ø (Sarah S.) Roles at 4D are paid by measure 110, they do have a lot of successes due
to measure 110. Makes her nervous that those funds will stop if Measure 110 is
repealed.
Big Question is will Clackamas County champion repeal 110 or amend, easy to get high
hard to get help. It should be the other way around.
Ø (Pam) if it is repealed the state will have more money. Will they take the money and
put it in the right place?
Ø (Mary) Good data has been lost in the rubble. It is so disorganized that the data info
is getting lost. People’s lives are being saved.

Round Table
Sarah S. 4D shifting from hospital and institutions, focusing on houseless
population. Doing interventions.
Sara C- Morrison team new brick and mortar in Clackamas County.
Sheri P- Started working at CCC Family and addiction supported housing.
Amber R- Honor all the work that MH workers do, created a spreadsheet that
she will share with group, will help with getting folks into counseling.
Mary- CC opened second emergency warming shelter, she sat and talked with
guests about their stories of being houseless, as a system we have done right, it
went amazingly well. Got a shout from her boss.
Pam P- Lawn or Line report can look up school district, met with head person at
OHA and head person was unaware of situation. Rething the drink Mayor Joe
Buck wrote a letter it is in the Oregonian regarding wine companies.
Beto: Deals with incarcerated youth
