Mayor’s Recommended 2021 Annual Budget
Mayor Steve Olson released his City of Franklin Recommended 2021 Budget at the Common
Council meeting on Tuesday, September 15th. Director of Administration, Peggy Steeno,
reiterated to the Common Council that the goal of the 2021 budget is to meet the Citys needs,
continuing to provide the high-quality services that the community has come to expect, yet
maintain a prudent, scally responsible spending plan. Although the challenges that drive the
budget process each year continue to apply scal pressure, the Mayors Recommended 2021
Budget once again focused on using non-tax revenues and expenditure constraints, combined
with a minimum sustainable increase in municipal property taxes, to achieve a balanced
budget that retains current service levels, while making some positive adjustments overall.
The proposed budget ultimately recommends an additional 0.81 percent increase in the
property tax levy for municipal services, which is funded solely by the Citys net new
construction, or growth, in 2020, and is the lowest levy increase in the past 4
years. Reductions in some program costs, savings from changes in the employee health
insurance plan, and reallocating some existing expenditures helped to ensure existing services
could be retained. The budget also continues to incorporate revenues paid to the City from
landll operators as a funding source used in lieu of raising taxes or borrowing funds. These
resources are being used to fund certain capital needs, as well as using a limited amount
towards ongoing services. Maintenance of City services, protecting City assets, using
resources responsibly, managing debt, and ensuring the long-term scal health of the City are
the priorities of the budget.
The Common Council referred the proposed 2021 budget to the Finance Committee, who is
holding meetings on September 22nd, 24th, 29th, and October 1st, all starting at 4 p.m., to
review the budget in detail. The Finance Committee will then present its recommendations
to the Council at their regularly scheduled meeting on Tuesday, October 6th, at 6:30
p.m. Additional meetings may be scheduled as needed, so please check the City calendar at
www.franklinwi.gov for further information regarding additional meetings. A public hearing
and nal action on the budget are scheduled for the Common Council Meeting on Tuesday,
November 17th, beginning at 6:30 p.m., in the Council Chambers at City Hall. All budget
related meetings provide a citizen comment periodwhere citizens are encouraged to

Seeking Volunteers to Fill Vacancies
on the Architectural Review Board
The City of Franklin is seeking volunteers to ll vacancies on
the Architectural Review Board (ARB). The ARB is responsible
for reviewing applications for new homes and additions, signs,
larger accessory buildings, and occasional commercial
buildings. The ARB exists for the purpose of promoting
compatible development, aesthetics, stability, or property
values, and to prevent impairment or depreciation of existing
developments.
Volunteers should have some knowledge or experience in
building design or construction. The ARB meets twice per
month on the second and fourth Thursdays at 5:30 p.m.
Meetings generally last no more than one hour.
Vacancies also exist on other various City Boards/
Commissions/Committees including the Finance Committee,
Technology Commission, and Board of Zoning & Building

NOVEMBER 3, 2020 GENERAL ELECTION
Now is the time to prepare for the November 3, 2020 General Election. Polling locations will be open on
Election Day from 7:00 a.m. to 8:00 p.m., and voters must go to the polling location specic to the address
of their residence. Photo identication is required for all elections. (For more information on photo IDs,
obtaining a free State ID card, and exceptions to the law, visit bringit.wi.gov.)
Voter Registration
Voter Registration can be completed by mail, online at myvote.wi.gov, in-person at the City Clerks oce, or
on Election Day at your polling location. Valid proof of residency is required, and residency must be established at least 28 days prior
to Election Day.
Voter Registration Deadlines
October 14, 2020 The deadline to register online at myvote.wi.gov (by 11:59 p.m.) or by mail (postmarked). After this date, voter
registration can occur in the City Clerks oce.
October 30, 2020 at 5:00 p.m. The deadline to register to vote at the City Clerks oce.
Absentee Ballots
You can request an absentee ballot at myvote.wi.gov, request an absentee ballot application from the City Clerks oce, or print and
complete the application on the Citys website at franklinwi.gov and return it to the City Clerks oce. Regular voters must provide a
valid photo ID along with their request if one is not on le with your voter registration.
Absentee By-Mail Deadlines
October 29, 2020 at 5:00 p.m. The deadline to request an absentee ballot by mail for regular (not military and not indenitely
conned) and overseas voters.
October 30, 2020 at 5:00 p.m. The deadline to request an absentee ballot by mail for indenitely conned voters and military
voters (not on active duty).
Absentee ballots by mail have already begun to be sent out to those registered voters with a completed application on le. You will
receive your ballot in the mail with a self-addressed stamped envelope for return, along with instructions. Vote your ballot, sign and
date your certicate envelope, have a witness sign your certicate envelope including their complete address, and return it to the City
Clerks oce by mail, deliver directly to the Clerks oce, or place in the secure drop box outside of the main entrance to Franklin City
Hall, 9229 West Loomis Road. Currently, State law requires that absentee ballots must be returned to the City Clerks oce prior to
8:00 p.m. on Election Day. The US Postal Service recommends allowing at least one week for your completed absentee ballot to be
delivered to the City Clerks oce. After October 27, 2020, voters are strongly encouraged to deliver their completed absentee ballot to
the City Clerks oce or place it in the secure drop box at Franklin City Hall.
In-Person Absentee Voting
October 20 through October 30, 2020, weekdays only, from 8:30 a.m. to 5:00 p.m. at Franklin City Hall.

Fall Brush & Leaves Pickups
Three (3) Fall brush and leaves pickups will take
place beginning Monday, October 19th, Monday,
November 2nd, and Monday, November 30th. The
Citys waste hauler will move through the City
starting at 7 a.m. on these designated Mondays and work
through the week until they are nished. All brush piles and
leaves are required to be curbside and next to the driveway by 7
a.m. on the above listed dates. Brush and leaves that are not
out when the hauler goes by will not be picked up at a later date.
Your regular garbage will be picked up on your normal garbage
pickup day. Please call 425-2592 with any questions.
Pick-up will include:
Brush (tree limbs, bush cuttings, and similar) cut to no longer
than 4 feet in length and no larger than 6 inches in diameter
and must be tied/bundled and placed curbside next to your
driveway. Each household is limited to one tied/bundled pile
not more than 4 feet long by 4 feet high by 5 feet deep and be
50 pounds or less. NOTE: Larger piles, multiple piles, and
brush thrown in the ditch will not be picked up.
LEAVES MUST be in paper compostable yard waste bags or
up to a 32-gallon trash container weighing 50 pounds or less
that can be emptied into the collection truck (no limit on
number of bags or containers). Plastic bags of any kind are
NOT allowed and will not be picked up, which includes no
compostable green or biodegradable plastic bags.
Compostable paper bags are available at Harrys Ace
Hardware, Lowes, Menards, Target, and Wal-Mart. Please
place bagged leaves away from your regular trash so they will
not be missed. Leaves are not to be raked into the street.
No grass clippings, owers, stumps, fruit, roots, or other
garden debris will be accepted. These items, as well as brush
and leaves, may be disposed of at the Waste Management
Metro Landll, 12200 W. South County Line Road (414-529-
6180).
Open BurningPermit Required
The Fall open burning of leaves,
brush, and garden refuse is allowed
in the City of Franklin from October
15 to November 30 with a permit. An
Open Burning Permit allows a
residential owner to burn in
accordance with Chapter 133-17.D.
of the Franklin Municipal Code and can be obtained at the City
Clerks Oce, Franklin City Hall, 9229 W. Loomis Road, between
8:30 a.m. and 4:30 p.m. Monday through Friday. Below outlines
the regulations of an Open Burning Permit.
Valid for residential use only; permits will not be issued to
companies, businesses, or organizations.
A misrepresentation of the facts to obtain a permit will void
the permit and subject the property owner and the person
receiving the permit to penalties of law.
Permits must be renewed annually. The owners of the
property and/or the person receiving the permit are
responsible for ensuring the outdoor burning regulations
below are adhered to.
Please be mindful of the following outdoor burning
regulations in order to keep you and your neighbors safe:
No person shall start or maintain an open re without
obtaining a permit.
Wind velocity cannot exceed 9 miles per hour.
Burning of building or packaging materials is prohibited.
The size of the pile shall not exceed 4 feet in width or 3 feet in
height.
A competent person, at least 16 years old, shall constantly
supervise open burning until the re is extinguished.
The pile to be burned shall be a minimum of 50 feet from
buildings and 25 feet from any public roadways.
Smoke shall be limited and shall not become a nuisance to
neighbors or public roads. If smoke travels in such a manner
to obscure any public roadway, the re shall be extinguished.
Open burning is only permitted from 7 a.m. to ½ hour after
sunset.
Flammable or combustible liquids shall not be used to ignite
or accelerate the re at any point.
All res must have the proper means of extinguishment
available at all times.
The Fire Chief or his designee reserves the right to:
Revoke permits and/or impose monetary penalties on any
party violating the above regulations.
Order any open burning to be extinguished.
Temporarily disallow open burning due to local
circumstances, such as extremely dry conditions or any other
unforeseen conditions.

**IMPORTANT REMINDERS**
All Night Parking Regulations:
December 1st thru April 1st
All night parking regulations are in effect from December 1 to
April 1 where no person is to park any vehicle on any street in
the City between 2 a.m. and 7 a.m., Mondays thru Saturdays,
and between 3 a.m. and 7 a.m. on Sundays, except physicians
on emergency calls. Permission to park contrary to these
provisions may be granted by the Police Department upon
request for reason of emergency and unforeseen conditions,
provided that such parking will not interfere with snow removal
operations.
Sump Pump Discharge
Franklin Municipal Code Chapter 222-9 prohibits the discharge
of water from sump pumps directly or indirectly upon any public
street or highway from November 15 to April 15 of each year, as
this leads to ice build-up on City streets. During this time,
property owners shall discharge water from their sumps onto
their lawn at a point not more than 10 feet from their building.

In the era of COVID 19, we have all had to deal with changes
in how we can access health care and reach our medical
providers. Telemedicine and virtual visits have provided the
opportunity to reach our health team, make appointments,
and seek treatments. This program will provide information
for those who have experience with reaching their providers
via their computer as well as those who may need assistance
or have no internet access. Dr. Wells will dene what is
telemedicine and discuss the role of telemedicine during
COVID-19 and the role of telemedicine for the future of health
care.

Medicare covers the cost of this vaccine.
Those with the HMO United Healthcare/AARP/Secure
Horizons, the cost of the vaccine is covered. All other HMO
members should receive their vaccine through their provider
or they can receive the vaccine at the Franklin Health
Department for a fee.
For any claims rejected by Medicare, clients will be billed.
Seniors must bring their Medicare card, their insurance
card, and a photo ID such as a drivers license.

Franklin Senior Dining—Curbside Pickup or Delivery: The Milwaukee County Department on
Aging is committed to meeting the food needs of older adults during the COVID-19 crisis. Curbside pickup or
delivery of meals is available at the Franklin City Hall Senior Dining location, 9229 W. Loomis Road, Monday—Friday
from 11 a.m. to 12 p.m. to those 60 years and older. Diners are encouraged to contribute $3 per meal. Call 427-
7696 between 9:30 and 11:30 a.m. to reserve lunch (24-hour notice needed). For curbside pickup, arrive to site
parking lot pick-up location, join the vehicle line-up, open window, exchange meal contribution and next registration, and
receive meal. Enjoy lunch safer at home!

Thursday, November 5: Holiday Inn, Fireside Theatre, Fort Atkinson
Based on the classic lm starring Bing Crosby and Fred Astaire, Irving Berlins Holiday Inn is a celebration of all the holidays of the year.
Jim, a song and dance man and his new love, Linda, turn a Connecticut farmhouse into a fabulous inn thats only open on holidays. All is
well until Jims best friend, Ted, comes along with his own ideas about Linda and the inn. This joyous musical features thrilling dance
numbers, laugh-out-loud comedy, and a parade of hit Irving Berlin songs including, Blue Skies,Easter Parade,Cheek to Cheek,White
Christmas,and many more. Its a year-round classic to make any holiday sparkle! Lunch includes cream of watercress soup, freshly baked
breads, Chicken Piccata (skinless breast of chicken dipped in egg, lightly breaded, sautéed to a golden brown, resting on a Velouté Lemon
Cream Sauce and garnished with tiny caper buds and french-fried parsley), served with scalloped potatoes, fresh asparagus and baby
carrots. Featured dessert is carrot cake with cream cheese frosting and Firesides homemade butter pecan frozen custard.

We sure have missed seeing everyone this year and are looking forward to being with you again when it is safe.
Would you like to join us on our bus trips? We always have room for new Franklin senior residents. We are a
fun bunch and always have a great time! The only thing stopping us is the pandemic. It has taken its toll on one
of our favorite theaters. We always enjoy visiting the White Pines Resort in Illinois. You may remember that’s
where Basil made his acting debut and received a standing ovation. We are sad to announce they have
permanently closed their doors and were forced to sell their gift shop inventory just to pay back deposits for
other events. We hope we can get together for the winter holiday, but for sure keep your fingers crossed for 2021.
We will start announcing our 2021 trips in the next newsletter and posting them on our website. As always, be

Fair Housing
As part of the requirement for the Milwaukee County Community Development Block Grant Program, the City is required to inform
residents about its Fair Housing Ordinance, Chapter 125 of the Citys Municipal Code. The intent of the Fair Housing Chapter is to
prohibit discrimination in housing that all persons have an equal opportunity for housing regardless of sex, race, color, religion,
national origin, sexual orientation, handicap, sex, or marital status of the person maintaining a household, lawful source of income, age
or ancestry. It is the duty of the City of Franklin to assist in the orderly prevention or removal of all discrimination in housing through
the powers granted under the Wisconsin Statutes.
Through this ordinance, no person shall discriminate by:
1) Refusing to sell, lease, nance or contract to construct housing or by refusing to discuss the terms thereof;
2) Refusing to permit inspection or exacting different or more stringent price, terms of conditions for the sale, lease or rental of
housing;
3) Refusing to nance or sell an unimproved residential lot or to construct a home or residence upon such lot; or
4) Publishing, circulating, issuing or displaying or causing to be published, circulated, issued or displayed any communication,
notice, advertisement or sign in connection with the sale, nancing, lease or rental of housing which states or indicates any
discrimination in connection with housing.
Any person who violates any of the provisions of the Fair Housing Ordinance is subject to a penalty. Additional information or
