TheNationalDoNotCallRegistryDataBookcontainsstatisticaldataaboutphonenumbersonthe
Registry,telemarketersandsellersaccessingphonenumbersontheRegistry,andcomplaints
consumerssubmittotheFTCabouttelemarketersallegedlyviolatingtheDoNotCallrules.TheFTC
monitorsthedataforaccuracyandoccasionallymakesmodificationstoaddresspotentialproblems.
Statisticaldataoncomplaintsisbasedonunverifiedcomplaintsreportedbyconsumers,notona
consumersurvey.
• WhenwereportthetotalnumberofDNCcomplaints,webreakitdowntoshowhow many
wererobocallsandhowmanycamefromlivecallers.Withafewexceptions, telemarketing
robocallsareillegal,whetherornotanumberisontheDoNotCallRegistry. Asalways,
whenit’salivecaller,weverifythattheconsumer’stelephonenumberwas registeredon the
DNCdatabasebeforewetakethecomplaint.
• Ouronlinecomplaintformasksforthetopicofthecall.
o Consumerscanchoosetoreportspecifictopics,suchasreducingdebt,vacation&
timeshares,andseveralothercategories.Noteveryonewhofilesacomplaintreports a
topic.
o TheDataBookdoesnotincludestatisticswhereaconsumerchose“Other,”ortopics
lesslikelytoviolatetheDoNotCallRules,suchasdebtcollection,political,or
charitablecalls.
• TheDataBookincludesastate‐by‐stateanalysisofDNCcomplaints. This is how weidentify a
consumer’sstate:
o Ifconsumersreporttheirstate,weusethestatetheyreport.
o Ifconsumersdonotreporttheirstate,weusetheirareacode.
o Thestate‐by‐stateanalysisalsoincludesthetop10topicsconsumersreported.
• Theunderlyingdatainthereportisavailableonouropengovernmentsitewherewe post our
dailycomplaintdataat:www.ftc.gov/data.
• States are ranked based on the number of registrations or complaints per 100,000 population.
